IBCC certificate attestation is mandatory for Pakistani secondary school (Matric / SSC) and higher secondary (Intermediate / HSSC) certificates before MOFA attestation, foreign student visas, and HEC degree processing. You must first obtain sealed board verification from your respective BISE before submitting original credentials to the IBCC online portal.
The Ministry of Foreign Affairs (MOFA) Pakistan authenticates personal, educational, legal, and commercial documents for international use. However, MOFA does not attest raw primary documents directly. Every document must first undergo prerequisite authentication from its parent issuing department (HEC, IBCC, NADRA, Union Council, or Chamber of Commerce) before MOFA will affix its QR-code legalization stamp.
UAE Embassy attestation is required for Pakistani employment visas, family residence permits, golden visas, and university admissions in Dubai, Abu Dhabi, Sharjah, and other Emirates. Pakistani documents must first be attested by the relevant department (HEC, IBCC, or NADRA) and the Ministry of Foreign Affairs (MOFA) Pakistan before submission to the UAE Embassy in Islamabad or UAE Consulate in Karachi.
Saudi degree attestation from Pakistan is among the most rigorous document verification processes. It requires a verified job offer or employment contract approved by the Saudi Chamber of Commerce and MOFA KSA, prior HEC and MOFA Pakistan attestation, verification through the Saudi Cultural Attaché (SACM) and the Mosadaqa electronic portal, and final stamping by the Royal Embassy of Saudi Arabia.
A Police Clearance Certificate (PCC), also known as a Police Character Certificate, proves no criminal conviction record exists under Pakistani law. It is required for foreign immigration (Canada, Australia, UK, USA, Europe), work permits, study visas, and residency files. To be valid abroad, a PCC must be issued by the designated Police Khidmat Markaz / District SSP office and subsequently attested by MOFA Pakistan.
